1. When an applicant expresses his/her interest in applying for certification for the first time, the issuing authority shall help the applicant and laboratory communicate with each other over necessary preparation before application and preliminary review of materials.

2. The issuing authority and the laboratory concerned shall jointly review the technical documents (in paper or electronic form) and samples initially provided by the client. If, after the effective communication with the applicant, the issuing authority and the laboratory decide that the applicant is initially qualified for application and testing, they may notify the applicant to submit a formal application.

3. The applicant shall fill and submit the OIML Certificate Application to the issuing authority. At the same time, the applicant shall submit a completed technical documents to the issuing authority and the laboratory respectively.

4. The applicant shall make a commitment to meet the certification system at the time of application. For example: Always comply with the rules of the certification system; Comply with the applicable local laws, regulations, rules and OIML provisions; Use the certificate appropriately without damaging the reputation of OIML and OIML Issuing Authority, China. Please see details in Certification Agreement.

 

5. After the paper application materials and samples are received by the issuing authority, and checked and confirmed by the laboratory, the issuing authority shall assign tasks to the laboratory.

6. The laboratory will complete the relevant test and issue the Test Report within the required period of time. Relevant test time may vary according to different International Recommendations. Please refer to the laboratory for more details.

7. The issuing authority will issue the OIML Type Evaluation Report on the basis of relevant Test Reports and original records.

8. The issuing authority will issue the OIML Certificate in accordance with the OIML Type Evaluation Report.

9. The issuing authority will deliver the OIML Certificate along with the OIML Type Evaluation Report and OIML Test Report to the client.

10. After the certificate is issued, the issuing authority will deliver a copy of the certificate to the International Bureau of Legal Metrology (BIML) and inform the BIML that the registration fee will be paid by the applicant.

11. The BIML will invoice the applicant. Upon receipt of the registration fee, the BIML will include the certificate into the list of registered certificates on the OIML website.

12. A list of registered OIML certificates and copies thereof can be found on the OIML website. Only registered certificates are valid ones.

Others:

1. Upon the issuance of the OIML Test Task List by the issuing authority, any adjustment and improvement of the sample will be part of the correction.

2. If the sample fails to pass a certain test in the test stage, appropriate adjustments and corrections can be made to the type by the applicant after approved by the issuing authority so that the product can pass this evaluation process.

3. If the sample has failed the test finally, the reason for the failure shall be notified to the applicant in writing by the issuing authority.

4. In order to provide better service for clients and safeguard their interests, the issuing authority has formulated the Procedure for Handling Appeals, Complaints and Disputes.
