Legal metrology involves with all aspects of national economy and social development, and requires highly on macro strategic studies and top-level design due to its strong reliance on policies, the great variety of industries and sectors engaged, huge management system and demanding tasks to coordinate different entities. Therefore, it is of significant importance to establish the “OIML Certificate Management Committee” and conduct proactive work after transforming the OIML certificate system.
This Committee is hereby established, in accordance with requirements of ISO/IEC 17065 and OIML D32 with an aim to regulate the measuring instrument certification activities of OIML Issuing Authority and ensure the accuracy and impartiality of measuring instrument certification activities under OIML-CS. China OIML Certificate Management Committee is a vital component of the quality system construction of OIML Issuing Authority, China, also an important mechanism for issuing authorities to safeguard their impartiality.
The Management Committee is consisted of a Chairperson, a Deputy Chairperson, a Secretary-General and members who are representatives of government agencies, OIML Issuing Authorities, OIML Utilizers, OIML Test laboratories, manufacturers, industry associations and consumer groups so that the constitution of the Committee could fully cover all stakeholders related to OIML certification activities and balance their respective interests and status. The Committee and its secretariat (the Secretariat of China OIML Certificate Management Committee) are subordinate to the National Institute of Metrology, China (NIM), the unit that the OIML Issuing Authority, China belongs to. The Committee shall carry out the work in accordance with OIML relevant systems, and monitor certification activities of OIML Issuing Authority, China, in order to ensure impartiality, confidentiality, and objectiveness of the activities.
The establishment of China OIML Certificate Management Committee marks our active response to and full implementation of the OIML certificate system transformation, as well as our practical actions to profoundly engage in quality infrastructure governance, actively participate in formulation of international rules and OIML activities, deepen mutual recognition and cooperation of international metrology and facilitate the construction of a strong quality-based country.
The promotion of OIML certificate system in China will lay a bridge that connects governments, metrological technical bodies, enterprises and other stakeholders with mutual trust and communication, boost the realization of OIML’s “one certificate, one test, global recognition” initiative in China, and speed up the internationalization of Chinese metrological infrastructures.
