Shanghai Institute of Measurement and Testing Technology (SIMT) is one of the earliest-established professional measurement verification agencies in China. It is a legal metrology verification agency set by the government by law, the National Center of Measurement and Testing for East China established under the approval of the measurement administration department of the State Council, and a national-level analysis and testing center approved by the Ministry of Science and Technology. There are three national quality inspection and testing centers affiliated to SIMT, including the National Quality Inspection and Testing Center of Measuring instruments. SIMT is a nonprofit third-party technological service provider, a designated OIML certificate test authority of fuel dispensers and electrical energy meters authorized by the former Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) and a Type B laboratory of OIML certificate tests.
OIML Laboratory of Fuel Dispensers
SIMT was authorized by OIML China Secretariat of the former AQSIQ in September 2010 and acquired the qualification of a designated OIML certificate test authority of fuel dispensers. The qualification of a Type B laboratory of OIML-CS certificate tests of fuel dispensers was acquired in the beginning of 2018, marking that SIMT is taking a lead in China in terms of its comprehensive technological competence.
SIMT has a complete set of fuel dispenser testing instruments. The combined-type high-and-low temperature test chamber with a temperature scope of -40℃ to 60℃ can be used in the real fluid tests of fuel dispensers under different temperatures. The fuel dispenser-simulating test counter can simulate the encoder pulses of different fuel dispensers and different test flows, satisfying the requirements of various electromagnetic compatibility experiments under unreal fluid conditions. The gas separator that adopts a gas flow meter with digital display ensures the convenience and visibility to precisely control different gas amounts and defines the separation capacity of the gas separator of fuel dispensers. The hose internal volumetric change tester is equipped with a pressure pump and a liquid storage tank, together with a precise volumeter, so as to satisfy the test requirements of different refueling hoses and be used to test their internal volumetric change performance.
The OIML Laboratory of Fuel Dispensers of SIMT now has 1 professor-level senior engineer, 8 senior engineers and 16 engineers. The leader of the fuel dispenser test project, also a current member of National Flow Measurement Technological Committee, is one of the main drafters of the national metrology verification regulation - JJG 443-2015 Fuel Dispensers and the type evaluation program - JJF 1521-2015 Fuel Dispensers, and a participant in the formulation of the national standard - GB/T 9081-2001 Fuel Dispensers for Motor Vehicles. He used to win a third prize in Shanghai Science and Technology Progress Awards and took part in many working group meetings of OIML R 117 TC8/SC3 Dynamic Measuring Systems for Liquids Other Than Water on behalf of the Chinese delegation.
OIML Laboratory of Electrical Energy Meters
SIMT was authorized by OIML China Secretariat of the former AQSIQ in September 2010 and acquired the qualification of a designated OIML certificate test authority of electrical energy meters. The qualification of a Type B laboratory of OIML-CS certificate tests of electrical energy meters was acquired in the beginning of 2018. We can now carry out full performance tests of electrical energy meters based on GB/T 17215, IEC 62052/62053, ANSI C12 or EN 50470, and other electrical energy performance test standards. Our Laboratory of Electrical Energy Meters is a recognized and cooperative laboratory of Netherlands Measurement Institute (NMi). Our electrical energy meter test reports have been recognized and directly adopted by some foreign agencies. The service scope of the Laboratory covers type evaluation tests of electrical energy meters, national quality supervision and spot check of electrical energy meters, measuring arbitration of electrical energy meters, performance tests and measuring calibration of electrical energy meters (AC, DC, active, reactive, harmonic and digital), electrical energy measuring calibration and electric power meter parameter calibration for electric vehicle charging facilities, etc.
