The National Institute of Metrology, China (NIM) is eventually determined as the OIML Issuing Authority, China under the great support of State Administration for Market Regulation (SAMR, the former AQSIQ), with an aim to cope with the series of major transformations in the International Organization of Legal Metrology (OIML), ensure a smooth transition to OIML-CS in China, which was firstly implemented in January 2018, and realize the reconstruction of the OIML-CS in China.

In order to play this role better, NIM will make full use of our advantages as the top legal metrology technical agency in China to coordinate with Chinese and international certification, accreditation and standardization organizations and proactively participate in activities held by related international organizations on the basis of our powerful technical strength, abundant benchmark resources and superior science and research management team. We would also lead other OIML laboratories in China to make common efforts to build high-quality issuing authorities that comply with OIML-CS requirements and premium platforms that serve all stakeholders, offer Chinese and foreign enterprises with OIML certificates with high qualities and high values, and construct the “one-stop” service mode of OIML certificate application. 

OIML Issuing Authority, China will try our best to provide measuring instrument manufacturers with OIML policy consultancy, technical support and all kinds of OIML certificate-related services, so as to provide quality and technology guarantee for Chinese enterprises to “go abroad” and form their sustained core competencies, improve the quality of measuring instruments, and raise the status of China in the global value chain. We will support and take an active part, as always, in the mutual recognition progress of international metrology, facilitate the Chinese metrological system to match with international practice, as well as work with the international metrological community to improve the international legal metrology system and foster new developments and new achievements in international legal metrology.
